Apple TV+ low quality on iPad via iPhone Personal Hotspot

Has anyone else experienced this?


Whenever I watch Apple TV+ on my Wi-Fi-only iPad using my iPhone’s Personal Hotspot, the video quality is noticeably poor, almost like it’s stuck in a low-bitrate mode.


The weird part is that my cellular connection isn’t the problem:


Other streaming apps (Netflix, Disney+, etc.) stream in HD without any issues.

Even the Apple TV web version streams in much better quality using the exact same hotspot connection.


I also noticed that on my iPhone, the Apple TV app has a Cellular setting where you can switch from Data Saver to High Quality streaming. However, since my iPad doesn’t have a cellular modem, that setting doesn’t exist in the Apple TV app on the iPad.


This makes me wonder if the app is automatically treating an iPhone Personal Hotspot as a low-data connection and forcing lower video quality, but without giving Wi-Fi-only iPad users any way to change it.


Has anyone found a workaround, or is this just a bug with the Apple TV app?

iPad: Wi-Fi-only model

Internet: iPhone Personal Hotspot (cellular data)

Apple TV app on iPad: Low quality

Apple TV web version & other streaming apps: HD quality on the same connection
