Restore Mac settings after Migration Assistant?

What happened to my Mac

I had been using my new MacBook for about a year. During that time I customized everything: my desktop, Finder settings, Dock, applications, preferences, documents, and overall appearance.

Recently, I used Migration Assistant to transfer data from my old MacBook to my current Mac.

During the migration, Migration Assistant detected that a user account with the same name already existed on the new Mac. It asked whether I wanted to:

Replace the existing account, or
Keep both accounts.

I selected Replace the existing account while keeping a copy of the replaced account in the Deleted Users folder.

After the migration finished, my Mac no longer looked the way it had before. My customized settings, layout, applications, and configuration were replaced by the old Mac’s user account.

The original user account from my new Mac was moved into /Users/Deleted Users/.

Now I am trying to restore my Mac to the exact state it was in before running Migration Assistant.

I still have:

the old Mac,
the new Mac,
the “Deleted Users” folder,
the same Apple ID on both Macs.

I do not have a Time Machine backup or another full backup of the new Mac before the migration.

I also tried manually copying files from the Deleted Users folder back into my current user account, but many folders fail to copy. Finder displays messages such as:

“The operation can’t be completed because ‘xxx’ needs to be downloaded.”

Some files appear to be cloud placeholders (OneDrive/iCloud), while other local folders also do not restore the previous system configuration.

My goal is not just to recover files.

I want to restore my new Mac to exactly the way it was before Migration Assistant was run:

Desktop appearance
Finder preferences
Dock
Applications
System settings
User Library
Login items
All personal configurations
Documents and local files

If there is any way to restore the original user account or recover the previous system state without a backup, I would appreciate detailed instructions.

You replaced the existing user, the original that you had configured and customized over time, so it's not surprising that all of your customizations and settings also were replaced.

Apple provides guidance to Restore a deleted user on Mac - Apple Support

If you currently have a user with the same name as the original that you want to recover, I suggest you delete that. You may have to create another (third?) user with admin privileges, sign into that and then delete the identically named user before you can restore the original.

This should recover your settings and customizations, but I'm not certain all your data will be recovered.

This may be one of those situations that emphasizes the necessity of having a solid backup plan. Moving forward I strongly suggest that you create one.
