Please help I change my password. I change Apple IDs, a master reset my phone 20 times. I’m still getting somebody else’s information in my iCloud is my phone cloned. What do I do to throw it away? Is it fixable please somebody help

Your iCloud information has nothing to do with your phone and resetting your phone does not change any of the information you see in your iCloud. When you set up your phone after resetting and enter your Apple Account, the iCloud information is synced to your phone. The information resides on Apple Servers.
If you are referring to an Activation Lock, that is a completely different matter where the phone is locked to a particular Apple Account. That is a theft deterrent and is turned on by default for the account signed into the device.
I would suggest posting a screenshot of what you are concerned about, just make sure to redact any personal information. Depending on what information you are referring to, we may be able to assist you in making any necessary changes.
