Please elaborate on what you mean by “concentrator”. I can’t find any info on that.
The Apple TV box is one of the devices that can be the HomeKit home hub. Is that what it means?

One hub device can be active home hub. Any optional others would be in ‘stand-by’ mode. It doesn’t matter for HomeKit functionality which device is the active home hub, as these Apple devices can communicate to iCloud and to each other over your home network.
What HomeKit/Matter accessory that you have is not responding, not communicating?
Is it supposed to be connecting over Wi-Fi, or Bluetooth, or Thread?
Is it listed in the Home app on iPhone or iPad? Note that the home hub (Apple TV or HomePod) is not the device to do any configuration.
