Previous company sold to another and nobody has access to the email accounts as the domain has been closed down the previous owners don’t know the passwords but are willing to give written permission for Apple to reset all the iPads to factory as I live 3 hours from the nearest Apple Store before I drive all the way there will Apple be able to reset them

I believe that Apple will accept iPads for recycling.
Depending on where you live, there may be other recycling options. For instance, in the U.S., Best Buy (which has many more retail stores than Apple does) accepts tablets for recycling, and some local governments may, too.
Sadly, those iPads are now e-waste.
