I am getting: "Your enrollment could not be completed.
Your enrollment in the Apple Developer Program could not be completed at this time."
Can some one help?

Did you already try to contact Apple about that, and ask them to look into your personal settings and data?

The Apple Developer forums are absolutely swamped with these kinds of posts. They are not answered by anyone.
As people continue to respond to these posts here, they may shift over here. Ah the irony, ASC removes its developer community only to be swamped by developer posts. I love it!
