How do I get the contacts that are saved in my phone as Gmail contacts to sync with my I pad so I don't just have random numbers on my I pad that are actually contacts on my phone?

If you feel you have set up the contacts properly, contact gmail support.
One thing I personally would suggest is using iCloud for contacts rather than gmail.
If Gmail is the place you’re using to house your contacts, then use Gmail as the source for your iPad contacts. That’s done at Settings > Apps > Contacts > Contacts Accounts on your iPad.
