There is clearly a reporting discrepancy, but I can't see your phone or know why the discrepancy exists. You can contact Apple if you'd like direct support. This is a user to user only forum and we aren't associated with Apple. Still, the fact remains you don't have enough iCloud Storage and your iPhone is dangerously low in storage as well.

You have two distinct issues.

1. You don't have enough space in iCloud, which is completely different from
2. You are about to run out of space on your iPhone itself

The two are completely different. No matter how much space you have in iCloud it has nothing to do with the amount of space you have on your iPhone. This link explains it --> What's the difference between iCloud storage and device storage on your iPhone or iPad? - Apple Support

So......you need to start deleting things from your phone you don't need or use, which can include Apps, Photos, Music, Files, Messages, Email, etc. You need to have from 10GB-12GB free in order for your phone to run correctly. Or, since you don't seem to own an iPhone with enough memory to meet your needs, you might want to give serious consideration to buying a new iPhone with more memory. Memory is one of the most overlooked aspects people consider when buying a phone, but is one of the singular MOST IMPORTANT considerations.

And, you need to upgrade your iCloud Storage Plan, which you can learn how to do here --> Buy iCloud+ or upgrade your current storage plan - Apple Support

I'm sorry, but you need to read the answer from lobsterghost1 again....and....read the support document that was linked for you to open.

You need at least 200 GB of iCloud storage space.....and you only have 5 GB available. The cost for 200 GB of storage space on iCloud is $2.99 a month in the U.S.

If you don't want to buy more storage space and your phone needs repairs or is misplaced, you will lose all of the data on your iPhone because you don't have an iCloud backup of the 125 GB of data on your phone. Or, maybe you are already backing up your iPhone to a Mac or PC?

It's your decision though.

If your phone ever needs service, it will take more than your figuring to avoid losing the data on your phone. Right now, it is as if you are driving your car without fastening the seatbelt. Everything will be OK until it is too late for them to help.

iCloud Drive needs 35 GB of space on iCloud and you have 5 GB. As it stands now, your phone is not syncing to iCloud at all.

Two experts have tried to explain that you need tons more storage space on iCloud, but we have failed.

Perhaps another user or Apple Support can better explain that nothing is going to improve for you until you add more iCloud storage space.....a lot more space. 200 GB will be barely enough.
