Sync Books collections on iPhone/Mac, no iCloud upload?

How to sync Books collections without uploading books to icloud?

I have a macbook and an iphone that I want to sync my Books app collections between. But I run into the issue of my books being uploading to the iCloud which annoys me as I want to keep my books on my iphone and macbook. So I turned off iCloud but obviously now it refuses to sync the collections which is very silly. How do I get around this while allowing my epub files to still be kept locally instead of being uploaded to the cloud?
