I can say the stated time estimations can be woefully incorrect. If you given it at least 45 minutes on a slow WIFI connection....

You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.

Force Shut down your Mac.

Reboot as normal and see where this leaves you—typically it sorts the issue

do you mean that you are trying to install macOS on the Neo? why would you do that? macOS would already be installed on a new Mac. you would only need to follow the prompts to set the Mac up for your use.

if it was me, I would shut down the Mac by pressing and holding the lock key / Touch ID button until the Mac shuts down, and then restart the Mac. I would see what that gives you.

FYI, when I got my Neo, (and after setting it up) it was behaving unexpectedly. all I needed to do to fix it was to Start up your Mac in safe mode. then I ran the Mac in safe mode for ten minutes. then I restarted the Mac. the bad behaviour stopped.
