Apple doesn’t publish that info AFAIK, so we are left to look at past practices.
I’d suggest asking yourself some different questions:
Pragmatically, I wouldn’t look to replace an iPhone 11 with an iPhone older than an iPhone 15 Pro or Pro Max in 2026, given where Apple is headed with Apple Intelligence.
Preliminary information indicates that the iPhone 11 will handle the next iOS 27 update to be released in the fall, so the preliminary answer would be that updates for new iOS versions for the iPhone 11 will end about a year from now in 2027.
That's an educated guess. Apple has the final say.
Apple normally continues to offer security updates for a year or two after that. The phone will always "work" on the iOS version that is installed, but app developers may not support older iOS versions on newer future apps.
The iPhone 11 will receive iOS 27 this fall.
That, in and of itself, is surprising. The iPhone 11 originally shipped with iOS 13, so iOS 26 is the sixth major update, and iOS 27 will be the seventh. Before Apple announced which phones would be compatible with iOS 27, no iPhone had ever gotten more than six major updates. Many received five or six, and a few had gotten less.

Apple discontinued the iPhone 11 in September 2022; the iPhone 11 Pro and Pro Max in October 2020. Therefore, the iPhone 11 Pro and Pro Max are Vintage, with repair parts and service subject to availability, but the base model won't turn Vintage until September 2022.
In the specific case of battery replacement service, you may be able to get that for much longer. Apple still offers battery replacement service for the iPhone 6, an Obsolete phone discontinued in September 2016.

iPhone 11 will be eligible to receive iOS 27 when it is released in the fall. As to future updates beyond that, we aren't Apple on this user to user only forum, so we can't speak for Apple or know. We can certainly guess that it might be the last major update for an iPhone 11 if history repeats. But we certainly can't confirm this.
As to whether the phone will still work once it no longer receives major updates, the answer is yes. But over time, once a phone no longer gets new IOS updates, app developers eventually stop supporting their apps on older versions of iOS. But that is up to the app developers.
