iTunes Connect book submission verification error

Going in circles trying to get verified on iTunes Connect to submit my published book. It asks for birth city, country, and an upload of identification - I have done all 3 (I am American) and nothing. Cleared cache - nothing. Error message "Something went wrong." Doing this all in Safari on an iMac and tried iPhone.
