Pro Display XDR luminance too bright after calibration

My Pro Display XDR keeps bumping up the luminance to a very bright level after I profile and calibrate the display with Calibrite and establish a desired luminance setting. I am using the Calibrite PROFILER software and the Calibrite Display Plus HL to accomplish the calibration.

When I complete the calibration I save the profile.

In System Settings>Displays I have the "Automatically adjust brightness" turned off.

What am I doing wrong?
