Permanent means just that.

If you permanently deleted your photos and videos – by letting them sit in the Recently Deleted folder for 30+ days, or by going into that folder and deleting them a second time, from there – you don't get them back.

There are some narrow circumstances under which you might get photos back IF you were making backups and are able to restore photos from backups. But if there are no backups, and the photos were never copied off the phone / outside of the iCloud Photos system, they're gone.

About Lost Photos:

Were there downloaded (located stored)? If not, then they were likely deleted directly off of iCloud, and may no monger be recoverable.

Recovering Photos from iCloud:

Download All of iCloud to an External Drive:

One thought would be to download all of iCloud, and then search through it in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. Search through it using the search bar on the top-right corner of the Finder window. Enter various photo filetype extensions to see what pops up. Once found, export it to another store service. Then, verify that you can aces this data. Once verified, trash all of iCloud DriveUse my user tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip

Other Methods to Recovery Photos:
