Can only use my iPhone 14 Pro Max whilst connected to wifi and not my cellular network. And can’t sign into iCloud through the settings app, why??

To be able to use any SIM across the globe you must have "No SIM Restriction" against Network Provider Lock. Please refer to the pic below.
