Photos says my iCloud storage is full but it's not? - FIX

I figured this out and want to let people know how to fix it, go to Settings > iCloud > Photos > Manage Storage > Review Photos & Videos

iPhone makes a full copy of the photos and videos from iCloud in here. If there are items in here that you've deleted from iCloud but the storage is "full", then delete them from in here, this will clear the error message and allow your photos to sync.

While you have that message, it seems iPhone can't sync with the cloud to delete the items from this cache on your device.

Be careful not to delete anything you no longer have a copy of.
