I bought my daughter an iPad off of eBay and I set it up under a new iCloud account but now it's saying that the account isn't active and it's saying they're gonna send me an email with the recovery but I'm not even able to access the email since the account isn't active, so how do I reset everything and start over?

First of all, this is very risky. Was the iPad thoroughly and completely cleansed by its previous owner? Did you see the “Hello” screen when first powering it on?

Yes, it was! I've owned a few iPads, plus I have an iPhone. But I didn't want to link my apple account with it. So I created a new one. It worked fine for about a day. And then it said I needed to log in to my account and finish setting it up. When I put the password in, it said the account is not active. So I went to the apple page and tried to log on. It says I will receive an email about recovering the account. But I can't even access it.
