I go into photos on my iPhone or iPad and select one. At the bottom i get the icon with an up arrow. Choosing that gives many choices, one of which is One Drive. I want to place that photo in a specific folder that is a sub folder in OneDrive, about four folders in. Picking One Drive I get the "Upload to One Drive" window and navigate to the folder I want. I'm asking if there is a way I can add that folder path as a specific location to the upload window.

Thanks yes, that would be up to the One Drive app, and I'm not seeing any way to pin a folder to the home tab of the One Drive app.
You can however, mark a folder from OneDrive as a Favorite in the Files app and it should appear in the main Browse screen there and when you try to save a file to One Drive instead of selecting One Drive from the App list, choose Save to Files and the folder will appear in the Browse tab.
Open the Files App, select One Drive from the Locations section (if you don't see One Drive under Locations, tap on the 3 dots and then Edit and make sure One Drive is turned on), navigate to the folder, and press and hold on the folder, then select Favorite from the menu.

Once that is done, when you save a photo, as said, select Save to Files from the list below the App bar, if it defaults to Downloads, tap on the < icon at the top left until you see the Browse section. The Folder you added as a favorite should be there under Locations. Tap it and then on Save to save the photo.
