Content and Privacy resetting after each new iOS build.

Good evening, i use a mixture of parental and screen time settings to ensure our childs devices (phone and iPad) are safe for him both online and within app store, however each time there is a new iOS release our Content and Privacy Restrictions are wiped out and Web Content "blocked url's" are removed, now with the latest update to 26.6, this is being reset every 10-15 minutes, i have now removed all restrictions, reset the devices, and now manage them both separatly, the issue is when it resets, app store restrictions are also removed allowing unauthorised content to become accessable.

any suggestions would be appreciated
