I’m trying to create an Apple Account for my 9-year-old child through Family Sharing. Adult verification repeatedly fails with “Payment verification failed”. I have added and verified a valid credit card in both Wallet and Payment & Shipping, but the error remains. My Apple Account birthday and country/region are correct.
The Apple Account for your child is being registered for the same region/country as your Apple Account?

Did you try to contact the Apple Support in your country, and ask them to look inside your personal settings, in case something is blocking the age verification from their side?
Yes, I successfully reached step 3 and selected “Create an Account for a Child”. I entered my child’s name and date of birth, but I cannot proceed because the adult verification fails.
I first tried with my debit card. I then added a valid credit card to both Wallet and Payment & Shipping and set it as the default card. However, after confirming with the side button and Face ID, I still receive the message “Payment verification failed”.
My own date of birth and country/region in my Apple Account are correct. I have also restarted my iPhone and tried again, but the same error remains
Yes, I am the organiser of the Family Sharing group. My Apple Account country/region is Estonia.
The child account has not yet been created because the process stops at adult payment verification. I am not given an option to select a different country or region for the child account, so I assume it is being created for the same region as my Apple Account.
