It happens. Some old system and app data can be carried over to join the new system data.
If it really bothers you, the only real possible "fix" is backing up your phone and then erasing it. Set up the phone again and restore your backup.
Results vary. You won't know how well this will work....or frankly if it will work....until you try.
Unless you are desperate for space on the phone, my recommendation would be to leave well enough alone.

Define high? System data is a category which holds temporary files, caches, logs, and system resources that do not fit into specific categories like Apps, Photos, or Media. My system data on my iPhone 17 Pro Max is typically in the 16GB range, which is normal. And System Data fluctuates, so if space is needed it can go down on its own.

Yeah, same with my phone too. Don’t know why Apple did like this 😐 with 26.6
