stuck in a loop trying to change my daughters apple id password

I am unable to change the apple id for my daughters ipad

When i try to go in on my iphone to change my daughters password (via settings > Family > Daughters name > apple account & password > change daughters password) it says I can't because my phone is new and i get the exact same message on my old iPad Pro that is several years old and points me to very same ipad.

So i am stuck in a frustrating loop of pointing to the very same ipad i am trying to change the apple id for, so before i lose what hair i have left, is there a method that will allow me to change the apple id password for my daughter?

Seems you can also change a child’s account password in Settings on their own device.

Change your Apple Account password - Apple Support

Eg: says:

"Change your child’s Apple Account password using your iPhone, iPad, or Apple Vision Pro

If you have an iPhone, iPad, or Apple Vision Pro with the latest version of iOS, iPadOS, or visionOS and two-factor authentication turned on for your Apple Account, you might be able to change the Apple Account password for a child account in your Family Sharing group.

You can also change a child’s account password in Settings on their own device.

Tap Settings, then tap Family. Choose your child’s account.
Tap Apple Account & Password.
Tap Change [Child’s Name] Password.
Follow the onscreen instructions to change the Apple Account password of the child account.
