You can turn off just Writing Tools without disabling all of Apple Intelligence.
Go to Settings > Screen Time > Content & Privacy Restrictions and turn that on. Then tap Intelligence & Siri > Writing Tools > Don’t Allow.
That should remove Proofread and Rewrite from the text selection menu while leaving normal Copy and Paste available.

Thank you so very much, I’ve had so many hassles lately, like the state FRANCHISE TAX BOARD sent me a notice that I owe more money cuz of a place called Employment Development Division which I have never heard of and spent 2 days calling and either no reply or said call later. I thought it was a scam but don’t really know, and managed to get an appointment with SD FRANCHISE TAX BOARD.

For the tax notice, keeping the appointment with the Franchise Tax Board is the safest next step. Don’t provide personal or payment information to anyone who contacts you unexpectedly. Use only the phone number or website printed on an official notice or found directly on the agency’s official site.
