You can fin more information about the settings for Privacy & Security on your iPhone in this related article:

...

In Settings > Privacy & Security, you can see which apps you have allowed to access certain information, as well as grant or revoke any future access. This might include access to:

  • Location Services
  • Contacts
  • Calendars
  • Reminders
  • Photos
  • Bluetooth
  • Local Network
  • Nearby Interactions
  • Microphone
  • Speech Recognition
  • Camera
  • Health
  • Research Sensor & Usage Data
  • HomeKit
  • Media & Apple Music
  • Files and Folders
  • Motion & Fitness
  • Focus

...

On your device, you can select a type of data from this list to see which apps have asked for permission to use that data. An app won't appear on the list until it asks permission to use your data. You can add or remove permission from any app that has asked for access to data. An app can use the data type in the setting only if you have given the app permission.

Any restrictions set up on your iPhone? Is it a managed device?

If not, the use of the photos for other apps can be allowed in Settings/Privacy & Security/ -> Photos -> select the apps from the list, that are allowed to use the photos library.

The same controls can be found for the Camera app, if you scroll down further on that Privacy & Security page.

You can't buy more storage for your phone. It will always have the same amount of storage it had when it was purchased. While you can use iCloud to share your files with other devices, that does not add any storage to your phone.

What is the storage on this iPhone? At Settings>General>iPhone Storage, my phone says 50.5 GB of 128 GB used. What does yours say?

It might help if you told us what apps you are trying to allow Photos into.
