Seems you have provided all that is needed for a refund,

yet has it been approved ? (If not, it may be a matter of waiting.)

does Apple have the money you paid for the cards ?

and how would Apple get a refund to you ?

Have you checked to see whether the gift-cards have been redeemed for you by Apple, and if the credit is available to you:

If you haven't already seen it: Apple's online article may be helpful.

What to do: If you can't redeem your Apple Gift Card, App Store Card, or App Store & iTunes Gift Card - Apple Support

Any refunds from Apple are generally made to the payment method on file used for the purchase, but in your case there hasn't been any purchase from Apple.

Eg: Do you have any payment methods listed in your account details that a refund could be sent to ? If so, have you checked the statement from your payment-method's provider, to see if there's a refund listed.

Target may still be holding your money from the gift cards purchase?

The gift cards may have been exposed in an area where members of the public can easily tamper with them.

or

you may have purchased the gift cards from a safer, protected, secured area, or from a staff member who would likely check the cards are ok.

If you were scammed in the store by the scenario mentioned by ikrupp, you may not get your money back, unless you escalate that matter with the retailer through their Store Manager, District Manager and/or Corporate Office. Never purchase a Gift Card in a store that displays them on a rack for anyone to tamper with, where they are not going to protect your purchase by securing the Gift Cards. The store is responsible for protecting your purchase.

Target and Walmart are common retailers where this scam occurs, and they know it happens but fail to do anything about it. Ironically, you will see they lock up products they sell where they could lose money due to theft, but when their customers lose money they don't have the same concern. Often times the scammers will scratch off numbers after recording the code in order to give them more time to use the Gift Card or sell it on a third party site.

If it was not a scam in the store and the numbers were accidentally scratched off, the process is simple and only takes about a week. If you are requesting a refund, that is not going to happen, the resolution is to apply those funds from the Gift Card to your account when the documentation has been provided.

In your post you state that you bought the cards at Target. Unfortunately for you there has been a scam going on in which thieves steal the cards off the rack at the retailer, open them, copy the numbers, scratch off some numbers, close the card carefully and return them to the racks. You buy them, the retailer activates them, the thieves then redeem them before you do anything and the money is gone. It's been happening all over the country and many retailers are now keeping Apple gift cards behind the counter. It may be impossible to get your money back but good luck.
