Apple Intelligence is occupying space for users have not opted in

I've never enabled Apple intelligence while setting up my Mac M2. It is still turned off. But still my Mac somehow downloaded the Apple Intelligence data which to me feels very annoying. I've no need to use the apple intelligence product.

Apple should not only provide optout option but fix this issue that - if user Is turned this off while setting up Mac - there should be no reason that they download the Apple intelligence files.
