Yesterday I accidentally deleted my entire iCloud Photos library while preparing my iPad for sale. The photos are no longer in Recently Deleted on either my iPhone or iCloud.com.

Your only hope is if you made an external copy of your photos or backup it up to 3rd party like google photo.
