Hey guys. I fixed it by calling the number the dude in the comments listed.
do this/“- go to Apple Pay/wallet in settings, click to turn off “Apple Pay” (make sure you know ur email and password before u do!!!)
toggle it back on and u should be good to go!
Turn Apple Cash off and on in Settings > Wallet & Apple Pay, restart iPhone.

Just called Green Dot. They ARE experiencing issues, no ETA for resolution.

Followed your steps exactly as-written and the transfers “in” using debit cards worked. 🤣

However, there still appear to be some “kinks” to be sorted by Green Dot:
Specifically:
While the AppleCash balance incremented correctly … the individual transfer transactions have not yet appeared in the transaction listing.
Also the normal “inbound” transfer notification from Green Dot was NOT received. (although the “outbound” notifications from the bank account debit cards were received.)

An update: I’m unable to add funds to my AppleCash from either of my two in-wallet debit cards.
After a considerable delay (maybe 30 sec) receive this pop-up dialog:
I know it started for me on or before 0500 EDT on the 1st. (when I made my 1st transfer attempt)
I’ve NOT tried to make any purchases w/ AppleCash.
However I was able to make a small “optional” payment to my AppleCard.
Power-off restart and forced restart had no effect.
I stopped short of logging-in / out of iCloud based on similar reports here and Green Dot’s still active voice recording citing “technical issues with a processing partner.”
I was 20m into a “hold for a specialist” when the call was “dropped.”
Have you contacted Apple Support or an Apple Cash Specialist at Green Dot Bank? Everyone posting here are just fellow Apple Users. Apple and Apple Support do not participate in the support communities.
Hi, the systems are fixed. Some individual accounts are still experiencing issues. I suspect these are individual’s accounts that had transactions occur during the outage and account information has to be rebuilt.
I suspect the accounts will be rebuilt and data restored over the next several days. This is sounding like a fairly major server issue.
I’m seeing the response saying that all Apple cash systems are fixed however that is incorrect because mine is still showing the error message of unable to connect with Apple wallet. How was this issue fixed for others but not for many?
I'm aware of that. I just meant in the sense that Apple reporting that everything was "fixed" did not actually resolve the issue for a lot of users. And it turns out it's a simple fix. That Green Dot did not even communicate when I called yesterday. ¯\_(ツ)_/¯
