if my iwatch with cellular was linked to my iphone, next week i will need to bring the phone go outside of Singapore, can my iwatch still be used in Singapore for text and calls if the phone will be aboard?

Only if it's a cellular watch, as the gps only watch can only communicate with the world using wifi and bluetooth
