I brought a new iPhone 17 pro max and I’m trying to connect my old iPhone 13 (like to transfer old data’s such as apps and the details in the apps) to the new iPhone.but the new iPhone isn’t able to find the old iPhone to connect it. We tried turning both off but it’s still not working.

The word “we” in this sentence raises concerns. Each person, regardless of age, requires her/his own, unique Apple Account. Hopefully the transfer you’re attempting involves exactly one Apple Account and one person.
