I’m trying to download an app and it comes up with an error for payment. When I went to check on it there’s a pop up saying I need to post for a mini coin game and I want trying to purchase it but it won’t let me go any further then to purchase it.

If you tried to buy the Coin package but it was unable to charge you, then you now owe that amount. You need add a verifiable payment method and lower the charge go through.
Only then will be you allowed to access the App Store app and download other things.
You cannot skip on a pending charge. You are legally bound by it and must pay for what you tried to purchase. Once the charge completes you may be able to request a refund. But what you cannot do is simply ignore the pending charge.

Review the information provided here for how to pay for the Pending Charge that has already been authorized. Once that is done, you will be able to use the App Store again.
