Cannot find, download or open, or delete iMovie from my iPad

I cannot use iMovie on my iPad. I cannot find it on my iPad using Spotlight Search or by searching in the App library. However, the App Store thinks that I have it, and shows the “Open” choice. I cannot open it though, and get an error message saying that I need to turn off restrictions and try again. iMovie doesn’t show up anywhere I can apply restrictions, but I turned off all restrictions anyway. No change. I can’t open it, find it, or delete it. Help

iPad Pro, iPadOS 17

I’d check Settings > General > iPad Storage first and look for iMovie there.

If it appears, choose Offload App, not Delete App. Offloading keeps its documents and projects, while deleting it may remove locally stored iMovie data. Then tap Reinstall App and restart the iPad.

Also check Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps & Features. If Screen Time is shared across your devices or managed through Family Sharing, a restriction can be reapplied from another device.

If iMovie isn’t listed in iPad Storage at all, restart the iPad and check the App Store again.

Since it doesn’t appear in iPad Storage either, I’d check Settings > General > VPN & Device Management. A school, employer, or other management profile can hide or restrict apps even when Screen Time restrictions are off.

Don’t remove a profile without checking what it controls, since that can also remove managed settings, accounts, or data.

What is the exact wording of the restriction error? That would help narrow down whether it’s coming from Screen Time, Family Sharing, or device management.

Thanks - that wording points back to Screen Time, not the VPN.

iMovie won’t appear under Allowed Apps & Features. That section only lists certain built-in apps and features.

On iPadOS 17, turn Content & Privacy Restrictions on temporarily, then go to Content Restrictions > Apps and select Allow All Apps. Also check iTunes & App Store Purchases and make sure Installing Apps and Deleting Apps are set to Allow. Then turn Content & Privacy Restrictions off again and restart the iPad.

If Share Across Devices is enabled, turn it off while testing. Also check whether Screen Time is being managed through Family Sharing.

If the same message remains, I’d contact Apple Support before erasing or restoring the iPad. This looks more like a stuck restriction setting than an iMovie setting.

Exact wording of error:

Restrictions Enabled

Certain apps, features, or services

can’t be seen or used when

Restrictions are on. To use this app,

turn Restrictions off.

Notes:

Settings - Screen Time - Content and Privacy Restrictions is turned off. If I do turn it on, iMovie is not listed among the Allowed Apps and Features shown, nor does it show up anywhere among these menus.

I have no VPNs. I had a Device VPN and Personal VPN but both were disconnected. Then I deleted them atogether.
