I can’t access the Control Center from anywhere. I have an iPhone 16 -IOS 26.5.2
When I swipe down from the top right on the home screen, it brings up Siri Suggestions instead of the Control Center.

You are swiping from the wrong spot on your screen, as swiping from the top-right corner opens the Control Center, while swiping from the middle of the Home screen opens Spotlight Search and Siri Suggestions.
You might want to swipe in the very very corner to open the control center
