If you see the message that it is disabled for Media & Purchases, review the link for for reactivation.
If a message says 'Your Media & Purchases account has been disabled' - Apple Support
If it is Locked or Inactive, then this Support Article is used to resolve those issues. It does also cover the disabled message.
