I have auto-updates off and I'm still getting this message every five minutes. This is harassment, entrapment, repulsive behavior, triggering the end of my relationship with Apple products. If anyone knows how to stop this, drop the advice, and don't say "turn off auto-update" because I've had that on while it auto-updates.

It's not Apple doing that; the message just below "Automatic Updates" will only ever appear for devices with an MDM profile. It's the organization which provided it and presumably owns that unit; contact their IT department.
If you somehow received a company/school unit outside of them, either they didn't remove the profile when they disposed of it or it's still their property. Contact them anyway.

"Harrasment and Entrapment?" Did you not read the message on your screen? It is beyond clear who is forcing your phone to update and it's NOT Apple. Before you come out swinging with insults and ridiculous claims, read what your phone is telling you. If you're not happy about this, complain to the company who is controlling your iPhone. Or don't let your company control your personal phone and have a second phone just for work. This has nothing at all to do with Apple.
Also check for a managed profile at Settings > General > VPN & Device Management. What do you see there?
If your company installed an MDM Profile on your phone......they.....not you....are controlling what you can and cannot do on the phone regarding updates and a number of other things as well.
You are blaming the wrong organization for your perceived "harassment" , "entrapment", etc.
