How can I clear my Apple Account balance?

You could also buy an app or content from Apple, which costs slightly more than the remaining Apple Account balance, so that your secondary payment method will be used to charge you for the rest of the payment.

Also make sure that all other steps have been completed:

If you are changing regions:

• Spend any balance remaining on your Apple Account. If you’re not sure whether or not you have a balance, check your Apple Account balance.
• Cancel any subscriptions that block a country or region change and wait until the end of the subscription period.

Buy something more expensive than your balance and pay the rest with a credit card. If you don't have enough for. single item and cannot add a credit card to your Apple Account, then you need to contact Apple Support so they can clear it for you.
