Numbers: Add chart border and extend bar chart categories

See the outer border around the graph (above the word Title)? Has the option to add that outer border been deleted from the latest Numbers? When I bring up this graph (created a few months ago, older version) with the latest Numbers there is a button to delete the border, but not one to add it. It's visually handy to have the outer border, that's all. Or am I just not seeing it?

With a bar chart is there some way to extend the category beyond the data limits without padding table? XY graphs allow it but bar charts don't seem to. Or am I missing something?
