You are correct. I still have an Apple Account on a device I use for App Testing that has no credit card added at all and can make purchases in the App Store with my Apple Account balance. There may be other reasons when a credit card would be required, but telling the OP that it is required for them to have a functioning payment method is a false statement. Part of the problem of using generic form posts and then trying to manipulate them in a variety of situations.

In any case, I think you hit the nail on the head and it is that local tax was not considered in the purchase. Of course there may be other reasons, but difficult to determine without any follow-up from the OP.
