I’ve done all except factory reset. I’m sick of losing all my downloads. I’m sick of the photos app having this glitch especially since it has endured at least two software updates. I spoke to Apple support, they just gave the answers you did. Over and over again. It’s sad to have such a basic glitch in 2026. Maybe the Apple support phone call will help today. If it’s persisted after numerous updates I suspect a factory reset won’t fix it, it’ll just make my iPad less useful.

Sometimes a factory restore is the only way to resolve a stubborn problem.

Than said, given the described intermittent nature of the issue, this has all the hallmarks of memory exhaustion. While iPadOS should effectively manage is available resources, experience shows that memory leakage can occur as Apps are closed or swapped-out from active RAM during normal operation. Memory leaks, over time, can lead to depletion of available system resources - manifesting in odd issues such as yours.

There are two ways to address memory exhaustion. While it shouldn't be necessary to do so while your iPad is operating normally, closing dormant Apps from the App switcher may release some system resources and restore normal function of your iPad. In theory when Apps are inactive, they will be swapped from RAM to local storage - and in so doing release the majority of resources used by the associated App. If the App is resumed, its saved state is rapidly restored to a running state, requiring available fast RAM to run. This swapping process can sometimes lead to resource exhaustion, and with it diminished functionality.

To close Apps from the App Switcher, swipe-upwards from the bottom-edge to the centre of the screen - and pause briefly before lifting your finger from the screen. The will open the Exposé view - from where you can see all of your open (but not necessarily running) Apps. Individual Apps can be closed by swiping their associated thumbnail off the top of the screen.

If closing Apps doesn't clear the immediate problem, a forced-restart as previously described will cause all processes and Apps to reload - and process in itself that should free lost resources to the system.

Ensure that you have updated your iPad to the most recent version of iPadOS - at the time of writing, this being iPadOS 26.6.

If your iPad or its share-function are not operating as expected, try a forced-restart - as this will often clear an isolated or post-update software issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If the problem persists after performing the restart, it may be necessary to reset your iPad settings. While this reset will not cause any loss of data, as a precaution, it is always wise to ensure that you have a current iCloud or iTunes backup before performing the reset:

When you are happy to proceed, you can perform the reset from iPad settings:

Settings > General > Transfer or Reset iPad > Reset > Reset All Settings

If the problem still doesn’t clear, the next step is to reset the iPad to factory settings:

Otherwise, you would be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively and perhaps easier, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to test and assess your iPad - and you can explore your available options:

Thank you for your reply. It’s strange to have memory exhaustion with only the photos app open. This issue also returned after a factory reset previously, so I’m reluctant to do that yet again. Deleting each item individually on the top row made the bottom row visible, but I don’t think this fixes the cause of the glitch but is a work around until I replace the tablet for if not a more reliable brand, at least not a premium price with frequent issues. I’m rather discouraged by the increasing number of issues recently. The senior advisor today suggested waiting for iPadOS 27 in September. That isn’t a premium solution by any stretch.

I only suggested memory-exhaustion/memory-leak as distinct possibility as I too have experienced something very similar on a number of occasions...

Each time, using available memory monitoring tools, RAM utilisation has been pegged at (or very close) 100% - this being something unusual in iPadOS. Closing inactive Apps has released RAM to the system, at which time normal function has been restored, supporting the likelihood of memory-exhaustion.

While iPadOS is designed to use available RAM, continuous running close to 100% utilisation is beyond normal.

This didn’t work. The only way to get to the third row was by deleting each item on the top row separately, as suggested by the senior advisor. I’ve done a factory reset before to resolve the issue previously but it returned a day later. Diagnostic tests failed to show any cause for this ongoing problem, and all other troubleshooting suggested here has failed so at this point I think it’s time to admit defeat and buy a different brand.
