For some reason my ipad is not allowing me to delete apps on home screen or in settings. When I click remove app on the app i wanna delete, it only has the option to remove it from the Home Screen. I also don’t have the option to delete an app in my settings

Assuming that your iPad is not centrally managed by an Educational Establishment or Business (as the device may be remotely managed) - if you are experiencing difficulties with adding, updating or removing Apps from your iPad, you’ll need to check your ScreenTime restrictions:
Some Apple Apps cannot be removed as they are integral to iPadOS, but these are limited in number. Where applicable, Apple Apps that can't be deleted can be removed from the Home screen, but remain available from the App Library. Have you got a managed profile on the device? Go to Settings/General/VPN and Device Management and check if there is a managed profile showing. If so then they have disabled your ability to delete apps.
