Apple can’t just call their bank to sure the owner is really is 18+ no no let’s google it

Have no idea what you are referring too, but no Apple is not calling any banks and you can be sure that a bank is not going to disclose personal information about their client to anyone that calls, even if they say they are from Apple.

Could you imagine, "Hi, this is Jim from Apple, could you tell me the age of John Smith" or "Maybe you can give me their address too". It actually works the other way around, where the bank makes decisions based on the information given to them, and they choose to accept or decline any transaction.

Apple does not validate any credit cards, it is the bank of the issued card that provides the validation with the information that Apple sends them. Since the banks take on that responsibility, that is also where you would dispute fraudulent charges.

That is exactly the same way it works for any other retailer that accepts Credit Card transactions. You can go to a store and insert any credit card into the terminal and the bank is who would approve or deny the charge. If a retailer attempts to deny your purchase because you refuse to provide them identification, you can report that merchant to VISA, Mastercard, etc for a violation of their Credit Card Agreement.

There is not a single bank that would agree to that!

If you are referring to the Age Verification mandated by the EU, it is OFCOM that has explicitly said a Debit card cannot be used as a method for Age Checks. They have also not provided any method that would be accepted through a confirmation phone call with your bank.

It still is not clear what specific issue you have had as the details are lacking, so all we can do is guess.

Are you suggesting that someone from Apple call and verify everyone's age? Everyone who has an Apple account?
