There are a few other Accessibility Settings where you will hear Siri speak if that is what you are experiencing.
If you are seeing an unusual control on your screen, post a screenshot of what that is and the status bar on the top of the screen may be helpful to determine which Accessibility setting is being used.
You can reset your iPhone to its Default Settings where your data is not affected. It is still recommended to create a backup if you wanted to restore to your previous Settings. It will also reset your Location and Privacy Setting, along with removing cards from your Wallet.

It happens for me many times a day. It must be listening in and I'm not using it.
The screen says Voice Control and is greyed out. I hear "Voice calling is not enabled" or similar. I have checked the settings for the phone app and can't find anything about voice calling. Looking for Voice control in settings lists a lot of settings but I can't find any that enables voice control that is on. Hope this extra info helps to solve the problem.

The Voice Control options are not in the Phone Settings, the are in the Accessibility Settings at Settings > Accessibility. It may be helpful to provide a screenshot of what the screen is showing you. When checking if Voice Control is turned on, make sure you are looking in the Section in Accessibility under Physical and Motor and not looking at VoiceOver which is a different feature. Also review the other locations I mentioned in my previous post.
I am not familair with a Voice Control setting that prevents calls where you would see a message like that, but it may be that your SIM card is provisioned for only Cellular Data like you would find for one used by an iPad that does not natively support cellular calls. Are you able to make calls using the Phone app?
Thanks JimID
You are welcome!
