Cannot authorize Windows PC in iTunes due to 5-device limit

Trying to authorize my windows PC so I can listen to stuff I bought on iTunes.

I've removed all devices and even tried deauthorize all (Which just shows a connection error and does nothing).

No matter what I do, I can't get past the 5 devices limit
