Sticky Key function keeps turning on and locks me out of my Mac mini

Mac mini - trying to login at wake and suddenly sticky keys function turns on and my keyboard is not responding. I can't enter my password. This happens everytime I shut down and reboot. I turned the sticky key function off, but still automatically turns on and locks me out. What am I doing wrong?

Hi,

Connect wired key to your Mac mini if you are using wireless keyboard and press the Shift key 5 times fast on your external keyboard to toggle the function off. If that fails, unplug your keyboard, plug in a different wired USB keyboard to log in, and turn off the shortcut in settings.

Have you tried to use the Shift key (press 5 times in succession) to turn on and off Stickey Keys.
