A "partner mic" is a term people with hearing loss use for a remote mic that is typically worn by your partner and the sound is broadcast over bluetooth to your iphone and then on to your hearing aids. I'm asking because we're a device heavy family and my partner strongly prefers to not add another device (a regular partner mic) to what she already wears/carries. I'd use Live Listen on my phone to receive the audio.

I believe the watch microphone does route live audio into IOS for the phone app. If I'm correct, what are the barriers that prevent the watch from accessing the Live Listen app on the phone?

A reference from that page specifically says, "Apple and its employees and contractors do not accept, review or consider any unsolicited ideas. … Please do not send or provide any submissions in any form to Apple or any of its employees or contractors." So your suggestion isn't an option.
Your options are to give them feedback and risk them ignoring it
