is it safe to use my lightning cable if it gives me mild shock after it touched smth wet?

For your own safety and others, you should never (ever) connect any electronic or electrical device that has (or is suspected of having) been allowed to get wet, has been submerged in water, or is water damaged, to AC-mains. To do so risks damage to any connected devices - or worse, an electric shock that could be fatal.

If a power cable has gotten wet, you should dispose of it and never ever connect it to an AC outlet. It can risk damage to your devices, next to an electric shock and fire hazard. Electrical equipment that has become wet needs to be disposed of I am afraid

I absolutely would NOT use it. It could damage your iPhone, which would cost a lot more to replace than a charger and cable.

We simply have no basis to assess the condition a non-Apple power adaptor and a (presumably) non-Apple cable.

That said, the fact that you were shocked certainly might indicate that a defect exists.
