Can someone please tell me why my Apple Card has been completely useless for months after making a flight purchase I was never able to use? Seriously feel like my Apple Card is either a total scam or I'm being messed with.

It's past due, i.e you have not paid it and as such do not have any more credit left to use.
Pay the owed $989, and you will then be able to use it again.

What does the flight purchase that you were unable to use have anything to do with it? You still owe that amount and a refund is up to the Airline, not Apple. Some flights are non-refundable, depending on what you choose with that particular airline. The same thing would have happened if you used any other Credit Card and never paid for that charge.
So did you bother to request a refund from the airline? Does the airline even allow refunds for unused flights or must you reschedule a flight.
Apple Card is a scam, huh? Goldman Sachs Bank is a major financial institution and the Apple Card is a Mastercard credit card. Apple is a $4 trillion dollar company and they have nothing better to do than scam you and steal you money? Really?
It is apparent that you have no clue how a credit cards work. So were you expecting some kind of automatic refund?
