I have an iPhone 16 pro max and just today decided to update to iOS 26.6 and my lock screen wallpaper at the top just went blurry for some reason and iv tried resetting it by deleting it and re doing it but now all the pictures at the top go blurry is this a known bug?

No, it's not a bug. But you should edit the lockscreen wallpaper to save it in Wallpaper format.
Open the Photo. Tap the edit slider button on the bottom of the screen. Tap Crop. See the Box in a box in box at the top and tap that. Now look at the bottom and slide the format options from right to left until you arrive at and tap Wallpaper. Tap Done. Now change the Lockscreen Wallpaper with the newly appropriately sized version and you won't see blur at the top.
