Age Of Empires III (MacSoft) Install Issues

My old mac died and I had to get a refurb, It came with MacOS Catalina 10.15.8 which won't run AOE 3. So I installed Parallels and put OS X EL Capitan 10.11.6 so i could use the game.

I can install the game and the graphic page comes up but then I get a message "An unrecoverable error has occurred, and Age of Empires III cannot continue, Press OK to Quit the program."

Does anybody have any ideas?
