Actually it is. Apple is not competing with other word-processing vendors on market share, or features. The original Pages design goal was a consumer-grade word processing application, not prosumer, or professional as 42 years of evolution have made MS Word.
If Apple had wanted to engineer rotational text in a table cell, they would have done so. Your zillion may have been those asking to automate table to text and the reverse, or non-contiguous text selection, but I recall very few requests for rotating text in a table cell over the last few years.
More important than using Word is to use the word-processing application that fullfills your document content goals. You have options beyond Pages.
